Dominican Republic – Public Hearing for the Calculation of Transmission Added Value (TAV)

The Superintendence of Electricity (SIE) held the Public Hearing to hear proposals for the Calculation of Transmission Added Value (TAV), in compliance with the provisions established in Resolution SIE-009-2018 from February 2018.
The chairman of the Board of the Superintendence of Electricity, Ing. César Prieto, said that the public hearing seeks to listen to the involved sectors and analyse the proposal of the consulting firm with the aim of improving electricity service quality.
The engineers Gabriel Sisevich and Eduardo González Bernadac attended the meeting on behalf of SIGLA and Gabriel Sisevich presented the proposal.

Guatemala – Public Hearing – Presentation of the Distribution Added Value Study (DAVS) of the Empresa Eléctrica de Guatemala S.A. (EEGSA)

The National Electric Energy Commission (CNEE) call for a public hearing in which the Distribution Added Value Study (DAVS) of Empresa Electrica de Guatemala S.A. (EEGSA) was presented. Engineer Adrián Blanco spoke on behalf of SIGLA S.A.
This study performance is contemplated in the General Electricity Law (GEL) and the methodology to elaborate it was established according to Resolution CNEE-176-2017, with the publication of the Terms of Reference (TOR) of DAV.
The study process, which lasts about a year, was carried out by SIGLA S.A. and to define it, the costs of the efficient model company were determined, which can meet the electricity supply.
Considering the demand and the clients in the base year of the study, the investments associated with the optimal network to meet said demand, as well as the operation and maintenance costs, energy loss, service quality, and other variables were determined through mathematical models.

Argentina – ETESA-ASEP Workshop

In 2018, Nicolás Francisco Stern, on behalf of SIGLA, presented the project “Consultancy service to advise the national public services authority in the process of approving the maximum allowed income and the tariff proposed by the electricity transmission company for the period July 1, 2017 to June 30, 2021” for ASEP-PANAMA- National Authority of Public Services (Panama) to the teams comprising ASEP and ETESA during 5 days. The project was developed in conjunction with Asinelsa that also made presentations at the workshop. It consisted in the assessment, update, adjustment and eventual modification of the current Transmission Tariff Regime for the Electric Sector, in addition to the analysis for the approval of the maximum allowed income and the final tariffs of ETESA that will govern for the tariff period starting on July 1, 2017 to June 30, 2021
The workshop is the cornerstone of all the work developed for the reference study, thus consolidating the knowledge generated and strengthening its application success

World Bank – Workshop for Planning of the Andean Electrical Interconnection and Regulatory Harmonization

In the year 2017, María Bence Pieres, on behalf of SIGLA, together with Daniel Serrano from MRC, presented the Workshop on the project: Planning of the Andean Electrical Interconnection and Regulatory Harmonization before professionals of the World Bank in Washington, which consisted in analysing the regional electricity integration of all participating countries to maximize the economic benefits for the entire region (Bolivia, Chile, Colombia, Ecuador and Peru). In addition, a proposal for regulatory harmonization was presented which would make it possible to efficiently and sustainably take advantage of the Andean countries interconnection, encouraging competition for the benefit of the end users of the five countries’ electricity markets, and
The study was considered as a model case to take as reference and replicate in other similar studies based on the beneficial results obtained therefrom. In addition to taking advantage of the lessons learned during the project development, the expertise that companies have developed in terms of interconnection projects and energy exchanges between countries was consolidated.

Argentina – Annual Meeting of the Boards of Governors of the IDB and IIC

From March 21 to 25, 2018, the Boards of Governors of the Inter-American Development Bank (IDB) and the Inter-American Investment Corporation (IIC) held their Annual Meeting in Mendoza, to which SIGLA was invited. It is the first time in 22 years that this meeting has been held in Argentina.
Once again, Mendoza took the centre of the stage by hosting the Annual Meeting of the Boards of Governors. During a week, various activities were developed in different scenarios of the province and brought together innovators from different disciplines and different parts of the world to share creative solutions to the development challenges in Latin America and the Caribbean.
Leaders, businessmen, international journalists and special guests attended the meeting to participate in the discussion forum among the Governors, who are usually Finance ministers, presidents of Central Banks or other high authorities of the member countries. In addition, representatives of multilateral financial institutions, development institutions and private banks attended the meeting.

Argentina-Chile – Launching of the “Study of Benefits, Economic Dispatch and Regulatory Analysis / Alternative Interconnection for Chile – Argentina”

On June 13, 2018, the Study of Benefits, the launching of the Economic Dispatch and Regulatory Analysis / Alternative Interconnection for Chile – Argentina was announced on the CAF website, which has a great impact on both countries’ population and is therefore considered a strategic project.
