Ruy Fernando Varela

Founding Partner

More than 40 years of experience in the electricity sector, advising companies and regulatory entities in Argentina, Brazil and other countries in Latin America. From the deregulation and privatization of the electricity industry in Latin America, he led several projects of restructuring and privatization of generation, transmission and distribution. Industrial Engineer from the Technological Institute of Buenos Aires with postgraduate studies in Operational Research at the Universidad Católica Argentina.

María Bence Pieres

Business Development Director

With more than 20 years in the energy sector, she specializes in tariff review processes, strategic planning, mergers and acquisitions, financial models, due diligences and evaluation of projects in Argentina and other Latin American countries. She worked as an independent consultant for several years. She worked at Dresdner Kleinwort Wasserstein in the area of global corporate finance, mainly focused on the public services sector, and Aguas Bonaerenses (formerly Azurix), advising the company’s vice president on various topics such as the development of the company’s valuation model and the models that were presented to the World Bank. She joined SIGLA in July 2011 as Project Manager and is currently Business Development Director. Degree in Economics and Business Economics from the Di Tella University.

Mirta Graciela del Valle Silva

Administration and Finance Director

More tan 40 years of experience in consulting organizations in the energy sector, leading administrative, accountant and financial teams. Also taking part of the legal, corporate and tax procedures, and standing for SIGLA to the client, providor and government institutions negociations.

Eduardo Echevarria

Project Director

Extensive experience in the management of electrification inspection projects, basic engineering studies for interconnection projects and land management projects. He was in charge of the distribution and transmission systems in DEBA-ESEBA, Province of Buenos Aires, Argentina. Additionally, he served as Head of Risk Management at Transportadora de Gas del Norte and as Head of Safety, Health and Environment at TRANSBA. He joined SIGLA as Project Manager in 2011 and is currently Project Director. Electromechanical Engineer from the National University of the Center of the Province of Buenos Aires and Master in Environmental Protection from the Argentine Institute of Security.

Gabriel Sisevich

Project Manager

More than 9 years of experience in tariff and regulatory studies in different sectors, both energy and sanitation. He worked for companies and regulators in Latin America and the Caribbean. From 2009 to the present, he works as a Senior Consultant at SIGLA S.A. Industrial Engineer from the National Technology University of Buenos Aires (UTN) and currently holds a Master’s Degree in Renewable Energy at the UTN.

Carlos Valquez

Project Manager

More than 22 years of professional experience linked to the Latin American Energy Sector. He has worked in tariff studies and formulation of charges and tariff specifications for electricity distribution companies and other regulated services. Previously he worked as an economist consultant in “Expectativa-Consultores Económicos” within regulated sectors (electric power and gas). Since 2002, he is part of SIGLA as a technical consultant specializing in Costs, Fees and Regulation of Electric Power. Bachelor of Economics from the National University of Córdoba. Master in Industrial Economics with a specialization in Telecommunications Economics and Electrical Energy from the Carlos III University of Madrid and a Master in Economics and Regulation of Public Network Services from the University of Barcelona.

Orlando Samartin

Senior consultant

More than 35 years of experience in the electricity sector. Expert in tariff and regulatory studies, as well as generation and transmission plans in Latin America. He advised companies in Argentina, Brazil, Chile, El Salvador, Panama, Guatemala, Nicaragua, Bolivia, Peru, Uruguay and Venezuela, among others. Since 1979 he collaborates with SIGLA and is currently a Senior Consultant. Industrial Engineer from the University of Buenos Aires (UBA). Postgraduate in Studies in Hydroelectric Engineering (UBA).

Jorge Cedeño

Senior consultant

Jorge Cedeño is senior consultant advisor in SIGLA S, A. He is an expert in the energy sector with more than 20 years of experience and extensive knowledge in measurement and Smart Networks (Smart Grid), automation, modernization of networks, energy efficiency and technological innovation, telemanagement and big data. He has participated in different projects related to Electrical Distribution Networks and Electric power distribution processes, their regulatory, technical/operational aspects and their context within the energy sector. He has also experience as a consultant in the electricity market and its processes with market agents, regulations and commercialization. He is an electromechanical engineer graduated from the Technological University of Panama. He developed experience in the energy markets and in the distribution energy sector in Panama and other Latin American countries such as Peru, Colombia, Costa Rica, and the Dominican Republic, among others.
